The Spain international is at the top of Ernesto Valverde's wishlist this summer, while Barca chiefs are also keen on bringing the defender back to the club.
Arsenal, and Arsene Wenger, in particular, want to keep hold of Bellerin and are adamant he won't be sold.
Reports suggest Bellerin held talks with Wenger over his future and informed him of his desire to return to his boyhood club having left Barca back in 2011.
Wenger has asked the right-back to reconsider and wants him as part of his plans next term.
And with Bellerin starting the ball rolling on a potential summer switch it is now up to Barca to make their move.
Spanish publication Sport claims Barca's first offer will be £26m (€30m).
However, the Catalan giants know that fee is well below Arsenal's asking price and instead they are treating it as a way to open talks with the Gunners to get them to listen.
Barca knows their toughest test is to convince Wenger into selling his star right-back and only then will they try to settle on a fee.
Bellerin remains under contract with Barca until 2023 after signing a new deal back in November.
